In a large bowl, combine beans, broth, chili powder, cumin, pepper, and salt.
In approximately a 3-quart casserole pan, layer the pan with about 1/4 bean mixture, 1/4 salsa, 1/4 tortilla pices, and 1/4 cheese. Continue layering until all the ingredients have been used, retaining the Jalapeños and 1/4 cheese for the top.
Cover casserole with foil and bake approximately 20 minutes, or until cheese is melted. Remove foil, and continue cooking 10 minutes.
Optional garnishes: fresh cilantro, Greek yogurt, or sour cream.
