Spray a 9 x 9 inch pan with nonstick spray and set aside. Combine all ingredients except the chocolate chips and mix well. Fold in the chocolate chips. Press the dough into the prepared pan in an even layer and refrigerate until firm. Top with chocolate topping, slice and serve.
For the Chocolate Topping
Melt the chocolate chips and almond butter together and mix until smooth. Pour over the set bars and spread into a smooth even layer. Let harden before cutting and serving
