Season the salmon with salt, pepper half of the ginger, and half of the garlic powder. Set aside.
Fill a skillet or saucepot with about 1 inch of water. The skillet or saucepot needs to fit a steaming basket. Bring to a boil. Once boiling, carefully place the seasoned salmon in a steaming basket (or bamboo steaming basket for extra flavor). Place the basket into the pot so it sits just above the water. Cover and steam for 8 to 10 minutes or until salmon is firm and cooked through.
While the salmon cooks, combine the soy sauce and honey in a shallow sauce pot on low heat. stir constantly until honey is dissolved. Add crushed red pepper, remaining ginger and remaining garlic. Bring to a simmer and remove from heat.
